David Kitchin has more than 40 years of experience in health care, including expertise as a surveyor and associate director for plant technology management for The Joint Commission. He brings extensive experience in health care engineering, emergency management, and administration to his role as a Joint Commission International consultant. As a consultant, he has taught more than 50 seminars focused on environment of care, bioterrorism, emergency management, Occupational Safety and Health Administration Standards, and American Society of Healthcare Engineering’s (ASHE) Advocacy Committee. He has participated in the production of JCR audio and video products and serves on the National Fire Protection Association Code 99 Technical Subcommittee on Disaster Planning.

 

In addition to his leadership experience with managing the environment of care, Mr. Kitchin works with organizations to enhance their emergency preparedness, including biological, chemical, and nuclear threats. He has helped organizations conduct a hazard vulnerability analysis, as well as develop organizational plans for implementing a communitywide effort designed to investigate and deal with terrorist attacks.

 

His consulting expertise includes construction project management and commissioning, facilities and equipment planning, health care administration in hospitals and ambulatory clinics, standards education and survey preparation, emergency preparedness, CBW, and disaster operations.

 

Mr. Kitchin’s experience makes him an effective and innovative resource for health care engineering professionals, health care administrators, and hospital construction specialists. In the past, he has been director of support services at Kaiser Foundation Medical Centers, San Francisco, California and Walnut Creek, California; chief of Health Facility Planning Agency-Europe, Frankfurt, Germany; director for facilities at Fleet Hospital Support Office, Alameda, California; commander of 47th Field Hospital, Fort Sill, Oklahoma; construction project manager of Eisenhower Medical Center, Augusta, Georgia; and NBC warfare officer of the US Army Medical Group, Ryuku Islands, Japan.

 

Mr. Kitchin’s international experience includes serving as health information manager and clinic administrator for multi-clinic facilities in Japan and Puerto Rico. He also has worked as a health care administrator during refugee and disaster operations in the U.S. and overseas.

 

Mr. Kitchin received his bachelor’s of science from the University of Miami, Coral Gables, Florida; and his master’s in health administration from Baylor University, Waco, Texas. His professional affiliations include Health Facility Institute, American Society of Healthcare Engineering, and California Society of Healthcare Engineering, and Arizona Society of Healthcare Engineering. He is a Fellow of the American College of Healthcare Executives.
