Karen Timmons Photo
Karen H. Timmons, President and Chief Executive Officer, Joint Commission International and Joint Commission Resources
An innovator and proven leader, Ms. Timmons led the successful implementation of the Joint Commission’s new accreditation process earlier this decade. Ms. Timmons was previously executive vice president for Support Operations at the Joint Commission, overseeing information services, marketing, communications, customer service, office services, facilities and human resources for the parent company. In an earlier role as the Joint Commission’s chief operating officer, she led the actual implementation of the performance-based accreditation process developed under the Joint Commission’s Agenda for Change initiative. In addition, she has represented the Joint Commission in the international arena for the better part of two decades. Ms Timmons serves as Treasurer of the International Society for Quality Assurance and is the Joint Commission’s principal liaison to the national accrediting bodies in Canada, Australia and New Zealand. She holds a Master of Management degree from the J.L. Kellogg School of Management at Northwestern University in Illinois and a master’s degree from Fairfield University, Connecticut.

David Jaimovich, MD, Chief Medical Officer, Joint Commission International and Joint Commission Resources
Dr. David Jaimovich is the Chief Medical Officer for Joint Commission Resources (JCR) and Joint Commission International (JCI).  With more than 20 years of experience in healthcare, in this position, Dr. Jaimovich provides physician oversight of JCI accreditation and select JCR domestic projects.  He oversees the development of quality and performance improvement programs, and patient safety initiatives.  He works closely with JCR’s international partners and foreign government health agencies.  Dr. Jaimovich also fosters alliances with organizations that enhance JCR’s mission.  Dr. Jaimovich is a Board Certified Pediatric Specialist  and is an Associate Professor of Pediatrics at the University of Illinois in Chicago,  He has served as co-chair of the State of Illinois Bioterrorism Pediatric Task Force, Pediatric Consultant for the Illinois Medical Emergency Response Team, Chairman of Special Healthcare Needs Population Subcommittee for the State of Illinois, American Academy of Pediatrics Representative to the State of Illinois Department of Public Health Governor’s Advisory Board and former Chair of the American Academy of Pediatrics Section on Transport Medicine.

Anne Rooney, RN, MS, MPH, Vice President, Consulting Services
Anne Rooney currently serves as Vice President, Consulting Services (JCI), where she is responsible for the quality of Joint Commission consulting services. Since joining The Joint Commission (TJC) in 1986, Anne has held a number of positions within both TJC and its subsidiary JCR, including Director of the Joint Commission's Home Care and Hospice Accreditation Programs, surveyor, consultant, educational faculty, Associate Director, International Services and Executive Director, Consulting Services and Custom Education. She has a particular interest in health care standards and quality improvement in developing countries, and her international experience includes consulting engagements in Gabon, Chad, South Africa, Zambia, Saudi Arabia, Denmark, Turkmenistan, and Kyrgyzstan. She has presented at many state, national, and international meetings on topics such as performance improvement, ethics, pain management, end-of-life care, accreditation operations, and standards development, and has published numerous articles and book chapters on healthcare quality, standards, performance improvement, and health care ethics. Anne received a baccalaureate degree in nursing from the University of Iowa, holds master’s degrees in nursing from Rush University and in public health from the University of Illinois, and did additional graduate work in philosophy and ethics at Loyola University of Chicago.

Sherry Kaufield, MA, FACHE, Executive Director, International Services

Sherry Kaufield has over 30 years experience in healthcare.  As a former Chief Operating Officer of a 400 bed tertiary Medical Center, and CEO of several healthcare organizations, her expertise includes healthcare leadership, strategic planning, change management, quality improvement and board governance. Ms. Kaufield joined Joint Commission Resources in 2005, and consulted with both domestic and international health care organizations in the areas of quality, patient safety, accreditation readiness and standards compliance prior to her current position as Executive Director, International Services. She has worked with multiple clients in Europe, the Middle East, Asia and Latin America. She also serves as a faculty member at international practica and education events to teach accreditation standards and methodologies.  Ms. Kaufield received her baccalaureate degree from Western Illinois University and her master’s degree Vermont College in Montpelier, VT. She is a Fellow in the American College of Healthcare Executives.

Paul R. vanOstenberg, DDS, MS, Executive Director, Department of Standards Development and Interpretation, Joint Commission International
Paul R. vanOstenberg is currently Executive Director, Department of Standards Development and Interpretation. This is a new department for JCI as of 1 November 2007.  Dr. vanOstenberg previously served as the first Managing Director for the International Office of JCI in Europe located in Ferney-Voltaire, France and as the first Managing Director for the International Office of JCI in the Asia Pacific Region located in Singapore.  In his earlier role as Executive Director of International Accreditation, Dr. vanOstenberg was charged with the development of international standards and survey methods, and the promotion of accreditation around the world as an effective quality tool. Previously, Dr. vanOstenberg served for over six years as the Director of the Department of Standards at the Joint Commission. He was also Executive Director of the Federation of Special Care Organizations in Dentistry. Dr. vanOstenberg has worked as a grants administrator for the Robert Wood Johnson Foundation. In addition, he was director of the Dental Residency Program at North Carolina Memorial Hospital and has clinical experience from hospital positions. A former managing editor for Special Care in Dentistry, he has authored numerous articles for health care journals. Dr. vanOstenberg received a Doctorate of Dental Surgery from the Medical College of Virginia and holds a master's degree in Gerontology and Health Administration from Virginia Commonwealth University.

Dr. Killingsworth was appointed February, 2005 as Managing Director for International Relations for JCI. This post supports international business development, product development, strategic market expansion and collaboration in key market areas such as the JCI Center for Patient Safety. His main content interests for JCI include: quality performance measurement, health safety design, basic health service quality, infection control policy development, and quality impact evaluation, with special focus on China and the Asia-Pacific Region. Previously, he served as China Country Advisor for Health System Development and Finance in the World Health Organization China Office and Health Economist for DFID’s (British Government) Health Economics Unit in Bangladesh. He also served for Stanford Research Institute, Menlo Park as National Health Advisor to the Saudi Arabia Ministry of Planning for the 4th and 5th National Development Plans of the Kingdom of Saudi Arabia (13 ministries—MOH, specialist hospitals, education facilities, Red Crescent Society, MODA, SANG, Jubail/Yanbu health services, university hospitals). His publications focus on health economics, health policy development in China and quality improvement/accreditation issues. He holds visiting faculty appointments at Shandong University and Peking University School of Public Health.

Dr. Paul Chang, MBBS, MPH, CPHQ, Managing Director, Asia Pacific Office, Joint Commission International
Dr. Paul Chang is Managing Director of Joint Commission International's Asia Pacific Office. In this capacity, he is responsible for furthering the development of relationships between JCI and Asia-Pacific health care organizations and works with regional Ministries of Health, other governmental agencies, NGOs, hospitals, laboratories and other health care organizations in their efforts to reduce risk and improve health outcomes. Prior to this, Dr. Chang was overseeing clinical quality, risk management, quality improvement and JCI accreditation in Changi General Hospital, an 800 bed Singaporean public hospital, and was part of the management team that led the hospital to achieve JCI accreditation in June 2005 as well as JCI Disease specific certification in 2 Cardiology programs – Acute Myocardial Infarct management and Heart Failure Management - in January 2007. Dr. Chang also has working experience in both the Singapore Ministry of Health and in various Singapore hospitals. Dr. Chang earned his medical degree and his Masters in Public Health from the National University of Singapore. He is a Certified Professional in Healthcare Quality and is also a trained JCI accreditation surveyor.

Derick Pasternak, MD, MBA, Managing Director, Middle East International Office, Joint Commission International

With over 30 years of experience in the health care field and more than 14 years as a health care executive, Derick P. Pasternak is a board certified internal medicine specialist. Prior to his position as Managing Director, Dr. Pasternak was a JCI consultant. Dr. Pasternak had consulted extensively since 1993 in the Middle East, India, Asia-Pacific, Eastern and Western Europe, and Latin America. He is the author of several articles and an eBook on the subject of health care quality and medical management. He actively participated in the development of the World Health Organization’s standards for HIV/AIDS services. Dr. Pasternak received his medical degree from Harvard University and holds an M.B.A from Anderson School of Management, University of New Mexico.

Carlo Ramponi, MD, MBA, Managing Director, European International Office, Joint Commission International

Dr. Carlo Ramponi is the Managing Director of Joint Commission International’s European Office. Prior to his position as Managing Director, Dr. Ramponi served as a JCI Consultant and as Project Director of JCI consulting projects in Italy since 2000. Dr. Ramponi served for over 15 years at the Bocconi University as a researcher and teacher on health care quality issues. Other executive positions include having served as Chief Medical Officer in a private clinical laboratory in Milan, and as President of the Managing Committee of a Public Healthcare Organization. Dr. Ramponi has also held senior teaching positions at the Bocconi University School of Management, and on the Parma University Faculty of Medicine, the University of Milan Faculty of Medicine, and the Torino University Faculty of Medicine. Dr. Ramponi received his medical degree from Parma University, Italy, and an MBA from the University Luigi Bocconi, Milan, Italy.
